Going to War with the Navy, Why Are They All Bounty Hunters?

Lorne transmigrates to the world of One Piece and activates a gacha summoning System powered by spending money. He can draw all kinds of equipment and abilities, and even summon the original owners of the equipment through the System.

So he goes on a frenzied hunt for pirates, seizing their treasure and collecting their bounty money by turning in their heads.

Rukia Kuchiki, Esdeath, Pendragon, and characters from various other worlds are summoned into this world and become Lorne's subordinates, each with 100% loyalty to him.

"This Mahapadma technique can actually freeze time? Even Admiral Aokiji couldn't do that!"

"What do you mean, the Sword of Rupture that cleaves the world? This sword has to be far beyond the grade of the Supreme Grade Blades!"

At last, the Summit War begins.

On the plaza at Marineford, Marine Headquarters, Lorne stands in a line with Akame, Rukia, Sasori of the Red Sand, and a host of other powerhouses. The Marines have hired him at a hefty price.

Whitebeard is stunned. "I thought I was at war with the Marines! Why are they all pirate hunters?"
