They became an anti-Japanese armed force active behind enemy lines, which greatly restricted Kamei's military power. In 1945, the Japanese army was retreating steadily on various battlefields. Kamei wanted to implement the "Dead Sea" plan in Dong'an City. The lives of the people in the city hung on a thread.
