On April 23, 1934, the third day after Himmler, the leader of the German SS, took over the leadership of the Gestapo from Göring, Hermann, a Nazi from Hitler's hometown of Braunau, Austria, was ordered to come to the Gestapo headquarters. Himmler had a secret conversation with him alone for more than five hours. When Hermann left the headquarters, a German Nazi officer handed him a small black suitcase. Two days later, Hermann and three other agents of the Military Intelligence Agency, disguised as German and Polish businessmen respectively, flew to New Delhi, India. They gathered at the Sikhs Temple about 17 kilometers away from Leh, India, and then crossed rivers and mountains and secretly sneaked into the Tibetan area of China.
