This trip was actually to negotiate the "Sino-Russian Secret Treaty" and reach a Sino-Russian alliance to curb the excessive expansion of Japan's power in the Far East. On the eve of his departure, Li Hongzhang had a nightmare. He dreamed that he was trapped in a pack of wolves and was surrounded by enemies. Lu Yunqi, a diplomat of the Qing Dynasty, was ordered to go to Erkuo first to remove dangers and obstacles for his mentor Li Hongzhang. Unfortunately, he was framed and fell into a desperate situation. He was pursued by wolves and the Russian police. During his escape and pursuit, various forces confronted each other. A werewolf empire hidden deep in Siberia, and a conspiracy to assassinate Li Hongzhang emerged.
