On June 30, 2004, the Office of the Shaanxi Provincial Department of Health received an important call from the Law Enforcement Supervision Department of the National Ministry of Health. Someone reported that the Lintong Plasma Apheresis Station in Xi'an was suspected of fabricating materials for plasma collectors, and that there were problems such as excessive collection, frequent collection, and cross-regional collection. The then Executive Deputy Minister of the Ministry of Health Gao Qiang and Vice Minister Ma Xiaowei issued instructions requiring the Shaanxi Provincial Department of Health to conduct an investigation and report the results to the Department of Law Enforcement Supervision. The so-called apheresis station uses a plasma machine to collect plasma from the blood of donors, and then returns all the red blood cells, white blood cells, platelets and other components in the blood back to the donor's body after extracorporeal circulation.
