The Luda Concession was established in 1898 by Tsarist Russia through an unequal treaty with China. After the Russo-Japanese War in 1905, Japan inherited the rule of the concession areas. The leased area of Luda lasted for 47 years. Russia and Japan successively seized the garrison power, administrative power, and judicial power in the leased area, established a police system, and carried out municipal construction, economic plunder, and cultural invasion. The Luda lease was the result of the collision between Tsarist Russia's "Eastern Policy" and Japan's "Continental Policy."
