This law was reviewed and adopted at the 16th session of the Standing Committee of the Eighth National People's Congress on October 30, 1995, and came into effect on March 1, 1996. The current version was revised at the seventh meeting of the Standing Committee of the 13th National People's Congress on December 29, 2018.
