Germany's victories in France, Belgium, and the Netherlands not only drove British power out of Western Europe, but also greatly weakened its influence in southeastern Europe. The countries of Southeast Europe are lagging behind in modern armaments and therefore try their best to avoid conflict with the continent's top military power. Tensions between Hungary, Bulgaria, Romania and other Balkan countries were eased by the forced ruling by Germany and Italy (without the participation of the Soviet Union) in Vienna on August 30, 1940. Romania suffered the most from this ruling. Nonetheless, it seeks closer ties with Germany. This is because it clearly realized that since Britain's influence on the European continent no longer existed, Germany became the only power that could defend its remaining territories and deal with the threat of Soviet Russia. Hitler was prepared to satisfy Romania's wishes to a certain extent because, first of all, he was interested in the Ploiesti oil fields, on which Germany's ability to continue the war depended to a large extent.
