The Spring and Autumn Period of the State of Wu laid the foundation for Suzhou's economic development. Starting from the period of King Shoumeng of Wu, the State of Wu gradually moved its ruling center to the Suzhou area on the east bank of Taihu Lake, actively studying the advanced culture of the Central Plains and developing its national strength. After Helu came to power, he accepted Wu Zixu's technique of "building a city wall, setting up garrison, solidifying warehouses, and managing the arsenal" to "safeguard the emperor and govern the people". He encouraged the people to farm mulberry trees, build water conservancy, develop the economy, and build the capital.
