One day in early July 2006, Liu Yuehui, a resident of Xiaojiaping Village, got up early and took the early morning bus to Caishan City with the diagnosis certificate issued by the hospital in October last year. When passing Asia Plaza, Liu Yuehui saw a row of promotional display boards placed under the umbrella-like shade of a row of plane trees. Many pedestrians were crowding in front of the display boards to watch. There were several tables placed immediately behind the display board, which were also crowded with people. Out of curiosity, Liu Yuehui walked over and asked a middle-aged woman, "What are you doing here?" The middle-aged woman shook a leaflet in her hand and said, "The Procuratorate is conducting a reporting campaign."
