Daqingshan Village was expropriating land for the construction of a highway. Villager Hu Dehai had a conflict with the village chief over the ownership of the mountains and forests, and was imprisoned. After being released from prison, Hu Dehai discovered that the township chief's nephew Li Hei had built a villa in the village, triggering a new round of disputes.
