This book records the characters, deeds, and remarks of the eight kingdoms of Zhou, Lu, Qi, Jin, Zheng, Chu, Wu, and Yue during the Western Zhou Dynasty (11th century BC to 771 BC) and the Spring and Autumn Period (770 BC to 476 BC). It is a miscellaneous history of different countries, also called the "Spring and Autumn" external biography, and is listed as a work explaining the "Spring and Autumn" together with the "Zuo Zhuan".
