I feel very complicated after reading this

First of all, from Gao Dong's perspective, the police found the murderer in order to ensure the safety of the people and give them a sense of security. At the end of the book, the real murderer was not caught. So, after his revenge for such a serial murderer, what happens next? Will he commit another crime? Secondly, from Xu Ce's point of view, the county's security was chaotic and the top management's moral incompetence resulted in the death of innocent people. They also covered up each other afterwards, confounded right and wrong, and said it was illegal to say that they died unjustly. Seeing the ending, Xu Ce was not caught, and he felt relieved?
