Weird, I don't know what you want to do
Overall it's pretty good, but it just seems a bit weird. It doesn't have a martial arts flavor, nor does it have a fandom flavor. It's more like applying the characters and world view to write your own. It's not OOC at all. Most of the settings are in line with the stereotypes of the characters, but there is no martial arts flavor.
With this system, everyone under his command is a talented person. It's okay if he doesn't become an emperor.
