First of all, the sniper rifle is semi-automatic. Even if it is a continuous sniper, the interval between shots is about 1 second. This is not a matter of modification or not. There is a big difference between the structure of semi-automatic and fully automatic. What you are holding should be an assault rifle. A relatively stable and accurate fully automatic rifle should be able to do so within 400 meters. Moreover, a headshot with a gun is too exaggerated. Top snipers need more than ten seconds to shoot a headshot with a gun. Also, snipers don't know how to shoot. They would aim for the upper part of the chest, where it was easier to aim and kill with one shot.
