This book mainly uses social control theory to systematically elaborate on the process of the Kuomintang regime reconstructing the ruling order and effectively implementing local control in Wanzai County, Jiangxi Province, under the macro-historical framework of the "state-society" relationship. It is believed that Wanzai County in Jiangxi Province in the 1930s and 1940s continued the pace of decentralization of state power since the New Deal in the late Qing Dynasty. As the state's bureaucratic political machine was transferred from counties to towns to Baobao, the state changed the configuration and operation of power, replacing the rationality of cultural traditions with the legitimacy of the system, and replacing traditional local authority with the coercion and irresistibility of state public power. At the same time, local social resources have been exploited by the state, their living space is increasingly lost, and they have lost their former organizational functions. As a result, the state established a ruling order of "strong government, weak society", thereby achieving the purpose of controlling grassroots society.
