At present, domestic academic research on this issue mainly focuses on a certain historical stage in Russian history and the elaboration of individual maritime strategy-related factors, such as Peter I's maritime policy, naval development during the Brezhnev period, and the Soviet-American maritime hegemony during the Cold War. There is a lack of overall discussion. Not much attention is paid to other important factors that affect the implementation of the maritime strategy, such as marine scientific research, shipbuilding, marine talent training, and civilian fleet development. As an important part of Russia's maritime geography, the Arctic Ocean lacks due attention to related issues, including Arctic policy, Arctic Ocean scientific research, development of the Northern Sea Route, and the role of the Northern Fleet in World War II. This research result attempts to comprehensively analyze and discuss the development and evolution process of Russia's maritime strategy from the perspective of historical development, and to show the overall development of Russia's maritime strategy. The research is based on Russian archival documents and academic research results. Most of the Russian documents and materials are first-hand data, and the Russian archival materials used are the first time they have appeared in domestic academic circles.
