People are easily affected by the environment. William has been with Heinrich for a long time and learned many good qualities from him, such as managing internal affairs and solving economic problems, etc.
One person does not represent all people. Bismarck may not be that good of some people, but Herbert Bismarck is really a warm and good person.
The more senior people are, the less capable they are of accepting new things and rejecting them. It must be a painful thing for William to deal with them. After all, sometimes they have different opinions.
