It's really funny to write about the emperor being greater than the general. How on earth did the navy defeat the pirates? It's so weak.
The time is set too early
Poor results are expected. The most important thing about fan fiction is the intersection with the original characters in the anime, especially the intersection with the protagonist group. This is what attracts readers the most. You are so many years older than Luffy, so when you see the time set in 1499, you are no longer interested.
