In the spring of 1942, Burma fell and the fragile "Hump" air supply line suffered repeated heavy losses. The Nationalist Government worked urgently and after many setbacks opened a post transportation line from South Asia to Xinjiang, successfully transporting aid supplies to China to Chongqing. In the winter of 1943, Chen Zhenxuan, the representative of the General Administration of Highways in India who was responsible for material allocation and transportation, returned to Chongqing. On his way back to India, he decided to take a detour to Hohhot via Peiping. Soon after the new transportation line was opened, the Japanese were alarmed. Intelligence showed that the investigation office of the Japanese Consulate in Zhangjiakou was looking for spies to sneak into Xinjiang to spy on intelligence and sabotage the new northwest transportation line. Dai Li ordered Shi Hong, the commander of the Suiyuan Station of the Military Command, to safely escort Chen Zhenxuan from Peking to Hohhot.
