At around 10 a. M. On March 7, 1947, a convoy of six cars drove to the Third Detention Center of the Nanjing Police Department, the capital of the Nationalist Government. Several senior police officers walked out of the guard room, led by a short, fat man in his fifties with a sallow complexion. This man was Li Weicheng, deputy director of the Capital Police Department. Following him were the two chiefs of the pre-trial department of the Metropolitan Police Department and the chief of the detention center. What these senior police officers greeted were the six responsible members of the "Tianliang Charity Relief Association", a non-governmental charity organization founded by Chiang Kai-shek's wife Soong Meiling in Nanjing at that time. These six are all women, and their husbands are senior party, government, and military officials of the Kuomintang.
