One day in late June 1949, Zhong Jian, the director of the Investigation Division of the Shanghai Public Security Bureau, who was handling a case in a suburban county, suddenly received an emergency notice, ordering him to rush back to the bureau to accept an important task. Without saying a word, Zhong Jian quickly jumped into an American jeep and rushed back to the city bureau at lightning speed. In the office, Deputy Director Yang Fan looked at Zhong Jian who was sweating profusely and panting, and said straight to the point: "Put down what you are doing and do your best to solve the case." As he said that, he pushed a telegram in front of him. Zhong Jian picked it up and took a look. The telegram was from the Shanghai Municipal Military Administration Commission, numbered "Shanghai Military Management [49] 008." The telegram read: "This is Comrade Li Jing'an (also known as Li Bai) who was sent to the Shanghai underground party by the Yan'an Party Central Committee in the winter of 1937. His whereabouts are unknown, and special investigation will be carried out. Relevant clues will be sent to a special person."
