Since Emperor Kanmu moved the capital to Heian-kyo in 794, Japan has entered the Heian period. During the four hundred years from the end of the eighth century to the end of the twelfth century, the court nobles of Kyoto enjoyed prosperity and luxury, but political disputes, large and small, never ceased.
